more as we get it on air and online, nbcbayarea.com. in oakland, assemblywoman nancy skinner introducing controversial legislation with the goal of curbing gun violence. the bill would tight regulations on ammunition sales here in the state of california. this is an initiative directly responding to the school shootings in newtown, connect, a deadly scene, where the gunman was found carrying high-capacity magazines. christie smith was there for that announcement and she joins us now with the details of this plan. christie, good morning. >> reporter: good morning to you, john. state lawmakers and their supporters here in oakland know that they have a fight on their hands trying to regulate ammunition sales here in california, not just with the gun lobby but also with a number of people who think that

something like this wouldn't be that effective, after all there is a black market here that you just can't regulate. they were led by assembly member skinner of berkeley and gathered in front of the state building to unveil ab 48 and they also held a moment of silence for the victims of the mass shooting in newtown, connecticut. but also, the dozen young people killed in the streets of oakland just last year. according to xirn, ab 448 would establish restrictions similar to those that cover gun sales in the state, requiring sellers to be licensed and buyers to have and show valid i.d. it would also ban kits that can convert guns to assault weapons, ammunition sales will be reported to the department of justice, who would be required to carry a registry, isn't so much about the casual hunter but an impulse buyer that may have serious issues. >> if all of a sudden, you were try to amass 5,000, 6,000, 8,000 rounds of bullets in a very short period of time, the bill would also trigger the department of justice then

alerting local law enforcement that someone in their area bought that amount of rounds of ammunition so that then local law enforcement could choose, if they wanted, to check into that. >> reporter: it was repeated over and over today that buying bullets should at least fall under the same kind of control as buying guns and even buying sudafed. as for online sales, a purchase could still be made but a buy wore have to pick them up and show i.d. at a licensed seller under a companion bill that's being considered. committees are expected to start picking up ab 48 some time late next month. live in oakland, christie smith, nbc bay area news. a competency hearing set for the man accused of a mass shooting that killed seven people in oakland. a court-appointed psychologist ruled go incompetent to stand trial because of schizophrenia a judge in that case postponed a

ruling until go could be evaluated. go pleaded not guilty to the charges. he is currently behind bars at jail without bail that hearing today is set for 2:00. this morning, san francisco police continuing the search for a man wanted for dousing his girlfriend with gasoline and then setting her on fire. they say 22-year-old dexter oliver attacked her yesterday afternoon near the intersection of hollister around jennings in the city's bay view district. 25-year-old star lamar is now in critical condition in the burn unit at st. francis hospital. she has severe burns to her face and chest. family members say oliver became enrage when lamar told him their relationship was over. >> gasoline and a bottle and he let her know he was gonna burn her. >> police say oliver is 5'10", about 155 pounds, has a haircut with a lightning bolt on one side of his head ander fish

designs on the other. peninsula police are looking for the person who shot a teenaged girl near a local high school. the girl was found saturday night across from cappuccino high school in millbrae. this morning, she is in stable condition. the shooting is a rain stance of gun violence in a relatively quiet area. officer does not know what provoked it and have not made any arrests. new this morning, a mobile business truck crashed right into a building in the south bay. police say that just for paws mobile spa for dogs crashed into up in smoke, that is a skate shop on the 1700 block of bran nam lane in san jose. officers say the investigation into exactly how this happened is still ongoing. so far, no injuries have been reported. the chp has released the name of the man killed during a crash that shutdown interstate 880 for part of the night. 44-year-old david mayorga of san leandro crashed his car into the center divide near the high street exit in oakland around

7:45 last night. the chp says he then tried to run across four lanes of traffic. that's when he was hit by two cars and died. both drivers stopped to try to help mayorga. the crash blocked all lanes of northbound 880 for several hours. officers are still trying to figure out what caused the initial crash. because of a crash that killed a woman in san jose remains a mystery this morning. police say the woman sped right through a red light trying to make it to the highway 85 on-ramp and the expressway but she missed the sharp turn and ultimately crashed right into a pond just off the road. emergency crews had to call in a dive team to pull that woman from the car. sadly, she died later at the hospital. police right now still investigating the cause of this crash. san francisco police are hoping to stir up new leads in an unsolved murder that happened five years ago. right here, these are sketches

of two suspects accused of killing albert tee cass see yas on january 7 of 2007. the men confronted cass see yas at a club and then shot him in his suv near 13th and fulsom street in san francisco. he died at the hospital. today, his mother and san francisco police will return to the scene of the crime to talk about the status of this investigation. turns out oakland police respect too happy with the city's plan to try to help the department. the chronicles report the police union is upset about the city's plan to bring in ten alameda county sheriff deputies along with a sergeant to help out their understaffed department. officers think that $530,000 can be better spent on squad cars, better training or simply on new hires. a special meeting will be held tonight to talk about the proposed closure of several east bay fire stations. county supervisors voted last month to shutdown four stations in clayton, lafayette, martinez

and walnut creek. the closures are necessary to close a budget deficit. tonight's meeting begins at 6:30 at the lafayette veterans memorial building. a lot of drivers in the bay area will be watching very closely as a marin county man challenges the rules of the road in court today. jonathan freeman got a traffic ticket for intentionally driving solo in the carpool lane but he says he wasn't alone in that car. he had his corporation, his corporation papers with him and since legally corporations respect considered people in the state of california, he says he did, in fact, have another person with him in the car. >> i got corporation papers here, a person. he just yelled at me, you need two persons in the car. i said, i got them. >> the court might say, well, you know, it says person and a corporation is a person so that will work for a carpool lane, but i doubt it.

for the first time in a month, secretary of state hillary clinton is back in washington and at work today. we have video to show you of the 65-year-old clinton arriving for duty this morning. her first order of business is meeting with her assistant secretaries at the state department. clinton has been sidelined due to a virus and subsequent concussion she got after falling due to dehydration. she was hospitalized for four days after doctors determined the fall caused a blood clot in her head a. clint answers tenure is winding

down as the president has nominated senator john kerry to replace her. battle brewing on capitol hill now that president obama named former senator chuck hagel out of nebraska for his pick for secretary of defense. the announcement marking one of two potential controversial nominations by the president this afternoon. danielle leigh is in washington and has the latest. >> reporter: president obama officially launched a fight with his pick for secretary of defense, former nebraska senator, chuck hagel. >> willingness to speak his mind, even if it wasn't popular, even if it defied the conventional wisdom. that's exactly the spirit i want on my national security teen. >> reporter: the republican is known as an independent thinker. >> certainly a thorn in the side of political opponents of the president. >> reporter: now haigle is facing criticism from his former republican colleague norse criticizing you the war in iraq, opposing unilateral sanctions against iran and making comments seen by some as anti-israel.

narita airport start taking off friday. japan's all nippon airways will start service between the two cities using the boeing 787 dreamliner plane. service will start off at five days a week and over the summer, it will shift to seven days a week a lot of silicon valley tech company does business in japan and they have been lobbying for this non-stop service from mineta since american canceled its direct service back in 2006. by the way, we checked the airline's web page this morning, friday's flight, the first one, already sold out. members of some bay area churches say they are upset with the sunday switch they never saw coming. san francisco has started enforcing parking meters on sunday sundays from sunday. it means an extra $2 million a year for the transit agency but some say it is at the expense of the community. >> we like to hang around, our kids play with the other kids we
